Health Insurance for Individuals and Families

The health insurance mandate in the Patient Protection and Affordable Care Act was passed into law in March of 2010. This law requires all people without health insurance, that can afford it, to purchase a health insurance policy. This requirement went into effect in 2014. If you can afford family or individual health insurance but do not purchase it, or if you remain uninsured for more than 3 months, a penalty will be assessed when you file your taxes the following year.

Annual Open Enrollment for 2018 health insurance plans begins on November 1, 2017 and closes on December 15, 2017! If you do not re-enroll or purchase health insurance coverage by December 15, 2017, you may be assessed a penalty when you file your 2018 tax return in 2019. Penalties for remaining uninsured in 2018 will be higher than the penalties for 2017.

Annual Open enrollment for NC health insurance plans through the Federal Health Insurance Marketplace will last for only 45 days. From November 1, 2017 through December 15, 2017 will be the only time you can view new health insurance plans for 2018, enroll in health insurance, and make changes to your existing family or individual insurance plans for 2018, unless you qualify for a Special Enrollment Period.

If you miss the Annual Open Enrollment Period for the Federal Health Insurance Marketplace, you will need to wait to purchase affordable health insurance in North Carolina until the next Annual Open Enrollment Period for 2019, unless you experience a Qualifying Life Event. If you experience a Qualifying Life Event you may apply for a Special Enrollment Period, and be able to enroll or make changes to your health insurance outside of the Annual Open Enrollment Period!

Affordable Health Insurance Coverage

As of 2014, everyone must have health insurance. There are federal subsidies available for some low-income North Carolinians to help pay for the cost of insurance premiums for plans purchased through the Federal Health Insurance Marketplace during Annual Open Enrollment, or a Special Enrollment Period.

All plans that are offered in the Health Insurance Marketplace are required to meet minimal coverage requirements that have been deemed essential benefits by the new health care law.

As of 2014, insurance providers may no longer raise premiums or deny coverage due to a pre-existing condition.

You will see four types on plans on the Health Insurance Marketplace:

  • Catastrophic
    • Available to individuals under 30 and with special circumstances
  • Bronze
    • Lowest premium with highest out-of-pocket expenses. Subsidy eligible
  • Silver
    • Mid-range plans eligible for subsidies and cost share reductions.
  • Gold
    • Highest premium with lowest out-of-pocket expenses.

The cost of health insurance on each of these four plans will vary based on the amount you pay out-of-pocket for medical expenses and the actual amount the plan will pay for.

The Healthcare Reform Law allowed for some health insurance plans to be grandfathered. All grandfathered plans will end on December 31,2017. If you are enrolled in a grandfathered plan, you will need to change to a ACA plan.
